Across both agencies
In FY2025, the two agencies combined obligated $57.55B against IT-services NAICS codes ($35.46B at VA, $22.09B at DHS). The small-business set-aside share was 27% at VA and 20% at DHS — $14.05B legally reserved for small-business prime contractors. The recipient landscape is concentrated: the ten largest small-business recipients at each agency capture a meaningful share of that pool. The contract-size profile below shows where a specialized principal-led firm is structurally competitive versus outgunned.

Contract size profile
Where the dollars land, FY2025
Across the two agencies in FY2025, 3,276 small-business-set-aside IT contracts were awarded. 65% of those (2,138 awards) landed at or below $1M — the band where a principal-led firm competes on delivery speed and past performance, not team size. 1,433 fell in the simplified-acquisition sweet spot ($15K–$350K). The $1M+ band (35%, 1,138 awards) is typically incumbent-favored or clearance-gated. The number that matters for a new entrant is the first one: the addressable pool is wider than the top-10 recipient tables suggest.
POST /api/v2/search/spending_by_award_count/ — one call per (agency, bracket), 10 calls total. Each call adds an award_amounts filter with lower_bound/upper_bound scoping to the bracket. Response: {contracts, idvs, loans, ...}; we sum contracts + idvs (both procurement vehicles). This is the true count of awards in each bracket, not a sample.
Methodology & caveats
Data pulled from the public USASpending.gov v2 API — the Treasury's DATA-Act-mandated federal spending transparency feed. No API key, no authentication. All obligations are in nominal dollars, filtered to procurement-contract award types (A/B/C/D) and the four NAICS codes Jota Systems is registered under at SAM.gov.
The small-business share metric uses set-aside codes, not recipient business-size flags. This understates actual small-business participation on full-and-open competitions where a small business won against unrestricted competition. The set-aside view is the right one for a principal-led firm sizing its addressable direct-bid pool — it reflects contracts legally reserved for SBs.
The size-distribution histogram counts procurement contracts (award types A/B/C/D) and IDVs that scope to each bracket via USASpending's award_amounts filter. Grant and loan counts are excluded; they're zero for IT-NAICS SB set-asides anyway. A single contract that spans fiscal years is counted in the FY its action date falls within.
